Goods produced within the EU adhere to the same requirements as those manufactured outside the EU. The Regulation applies to products listed in Annex I, regardless of their origin within or outside the EU. For instance, if a EU-based company manufactures chocolate (HS code 1806, listed in Annex I), it is deemed an operator subject to Regulation obligations, even if the cocoa powder used in the chocolate has already been marketed and complied with due diligence requirements.
