No. Operators and traders [excluding SMEs] can only determine “negligible risk” (a prerequisite for marketing, placing on the market, or exporting relevant products) through conducting due diligence (per Article 4, paragraph 1). Due diligence is a core obligation under this Regulation, not subject to any exemptions.
